Agenda Item Brief: This Interlocal Agreement provides for the City of Sparks to provide the City of Reno up to $188,000 of CDBG funding for improvements, primarily to enhance security, at the Community Assistance Center (i.e., the homeless shelter facility) located on Record Street in Reno. The Sparks City Council previously earmarked funding for this project in the amended 2011/12 Action Plan, which has been approved by the U.S. Department of Housing and Urban Development.


Background: In 2008, the Sparks City Council approved an Interlocal Agreement (A-3652) with the City of Reno to provide $188,000 in Community Development Block Grant funding towards the cost of construction for Phase IIB of the Community Assistance Center (i.e., the homeless shelter facility) located on Record Street in Reno. These funds were to be the third installment of funding from the City of Sparks for construction of the Community Assistance Center (CAC). Previous funding in the amount of $200,000 (Agreement A-3233) paid for water rights and building permit fees for the First Phase of construction of the Center and $250,000 (Agreement A-3296) provided for the architectural design of the Phase IIB Family Shelter building and tenant improvements. In 2011, the City of Reno requested reimbursement in $188,000 for CAC construction costs. Sparks was unable to process this payment request because: (a) the 2008 Interlocal Agreement (A-3652) had expired and (b) Sparks staff had not completed the environmental review required by federal law. Since the CAC Phase IIB construction had been completed, the City of Reno requested that the City of Sparks instead fund some additional improvements, primarily to enhance security, at the CAC. In early 2012 the City of Sparks amended its 2011-12 Annual Action Plan to include this new project, which was then approved by the U.S. Department of Housing and Urban Development (HUD), and undertook the required environmental review. The proposed new Interlocal Agreement is the final step required before the City of Reno can proceed to bid the improvements.

Analysis: The proposed improvements are expected to include: removal and replacement of existing perimeter fencing and gate(s); installation of metal mesh on existing and new fencing and gates; and, installation of magnetic card reader at gate(s), new security lighting, new security cameras, and a freeze/thaw resistant drinking fountain. The proposed security gate and cameras are intended to protect the CAC facility and its clientele, staff and service providers. The additional security improvements are intended to deter vandalism, facilitate law enforcement and address safety issues and concerns. The proposed cameras and replacing the current rear manual gate with an electronic gate is expected to enable the CAC’s operator to enhance security without additional security personnel, the cost of which would divert resources from the CAC’s other operational needs. Providing a freeze resistant drinking fountain is intended to improve the outdoor day use environment for the CAC’s clientele. As noted above, the Sparks City Council allocated funding for this project in the amended 2011/12 Action Plan, which has been approved by HUD.

Alternatives: This action is to approve the legal agreement between the jurisdictions, thus providing for reimbursement of costs. The alternative would be to reduce the amount of funding or not approve the agreement. The Reno City Council scheduled consideration of this agreement for January 16.

Recommended Motion: I move to approve the Interlocal Agreement A-3963 between the City of Sparks and the City of Reno to fund improvements to the Community Assistance Center.
