Agenda Item Brief: Consideration and possible approval of Interlocal Agreement Permitting Construction of SouthEast Connector on the Truckee Meadows Water Reclamation Facility between the City of Sparks, City of Reno, and Regional Transportation Commission. This Phase 1 of the project will extend the SouthEast Connector from the Greg Street and Sparks Boulevard intersection to just south of Cleanwater Way. The Agreement spells out specific responsibilities of the parties in relation to construction of the project by the Regional Transportation Commission. Staff recommends approval.
Background: The Regional Transportation Commission (RTC) is currently preparing to construct Phase 1 of the Southeast Connector, which will impact the Truckee Meadows Water Reclamation Facility (TMWRF) property. As such, staff from Reno, Sparks, and RTC has developed an agreement between the agencies allowing the RTC to construct the SouthEast Connector (SEC) across the Truckee Meadows Water Reclamation Facility (TMWRF) property. This agreement provides for mitigation of construction related impacts and compensation for the use of the TMWRF property and materials from the property for construction fill. The RTC will do the following as outlined in the attached agreement: • Construct a secondary emergency access road on TMWRF property connecting the existing dirt road south-west of the treatment plant to the existing main gate entrance or the gate entrance on the east side of the treatment plan that will be above the flood plain, ensuring year round dry access. In exchange for constructing the secondary access road the RTC will mine approximately 300,000 cubic yards (CY) of material from the plant site to be used as fill material for the SouthEast Connector project. •Pay for lining portions of the existing sanitary sewer interceptor pipelines jointly owned by Reno and Sparks serving TMWRF that will be impacted by the construction of the SEC, an amount not to exceed $1,237,000. •Pay for the bypass pumping necessitated for lining the sanitary sewer interceptor pipelines, an amount not to exceed $900,000. •Reconstruct City of Reno effluent re-use lines to re-establish utilization of effluent. •Add the SEC to the Regional Road maintenance program. The final costs for sewer pipe lining and bypass pumping will be established once bids are solicited for the work. As per the TMWRF operating agreement, the City of Reno will manage the lining and bypass pumping work. The RTC will pay the City of Reno’s Sewer Enterprise Fund an initial deposit of $500,000 and then reimburse for these contract costs as outlined in the attached agreement as the remaining work is invoiced. It is expected that the costs associated with this agreement will range from $1.5 million to $2.2 million.
Analysis: The City of Reno, City of Sparks, and the RTC routinely enter into Interlocal Cooperative Agreements for work of a similar scope, and have a good working relationship in doing so. This agreement will allow the RTC to construct Phase 1 of the SouthEast Connector across TMWRF property, and provides compensation as necessary. Attached to the agenda is the Interlocal Cooperative Agreement.
Alternatives: 1.City Council could approve the Interlocal Cooperative Agreement as outlined by Staff. 2.City Council could reject Interlocal Cooperative Agreement and provide direction to the City Manager.
Recommended Motion: “I move to approve the Interlocal Agreement Permitting Construction of SouthEast Connector on the Truckee Meadows Water Reclamation Facility between the City of Sparks, City of Reno, and Regional Transportation Commission.”
