Title: Presentation, discussion, and possible approval of the City of Sparks’ FY2013-2018 Strategic Plan

Agenda Item Brief: The Strategic Plan is a guiding document of the City of Sparks’ Strategic Goals, including the city’s Vision, Mission, Core Goals and Strategic Goals looking toward the fiscal years of 2013 through 2018. The city’s Strategic Plan serves as an operational and fiscal blueprint and report for how the city will address current needs and challenges for the purpose of meeting future service goals and objectives. The City Council provides input and the plan is developed by the City Manager and staff. Staff references the Strategic Plan while preparing department work planning and budgets. The Strategic Plan for FY2013-2018 was developed based on the outcomes of a Council/Staff workshop held on June 13, 2012 and the Council/Manager workshops held on September 18th and November 5th, 2012.


Background: On June 13, 2012 the City Manager convened the senior staff members of the city to discuss the current city’s Strategic Plan for FY 2012-2017. Staff reviewed the goal and objective of the city’s plan and discussed accomplishments and future objectives. The result of this workshop was the development of “redline” version creating a suggested Strategic Plan for FY2012-2018. On September 18, 2012 the City Council reviewed the existing and proposed modified Strategic Plan for FY 2013-2018 discussing the goals and objectives. Erica Olsen, M3Planning, facilitated council discussion of the proposed update to the Strategic Plan.

Analysis: Based on the discussion by the Council on September 18th and a follow up session completing the discussion on Economic Develop on November 5th, a final “redline” version was composed for Council review, discussion, and possible approval. An approved Strategic Plan for FY2013-18 provides direction to the City Manager and staff. The goals and objectives are proposed based on what we know today. Should significant changes occur that affect the direction of the city, the plan may be revised. Executive Summary of the proposed city’s Strategic Plan for FY 2013-2018: Vision: Be the city of choice for residents, businesses and visitors. Mission: By establishing financial stability and an effective work environment during uncertain times, the City of Sparks will provide a safe environment, economic development, special events, cost-effective sustainable services, and opportunities for citizen involvement. The Strategic Plan FY2013-2018 strives for community well-being, through sustained growth, and engagement with the following: Core Goals: A) Financial Stability: Maintain fiscal policies to ensure a prosperous, sustainable city; and B) Employee Relations: Provide a successful and efficient work environment. Strategic Goals: 1) Promote the safety of our residents, businesses, and visitors; 2) Explore and promote opportunities for economic development and special events; 3) Manage resources to keep pace with technology, infrastructure, and sustainability needs; 4) Encourage our citizens to interact with their city government and build strong alliances with other government entities; and 5) Improve and promote quality of life in the City of Sparks.

Alternatives: 1. The Council could approve the FY 2013-2018 Strategic Plan as outlined by staff. 2. The Council could choose not to approve the FY 2013-2018 Strategic Plan as outlined by staff. 3. The Council could choose not to approve the FY 2013-2018 Strategic Plan as outlined by staff and provide other direction to the City Manager.

Recommended Motion: “I move to accept the updated FY2013-2018 Strategic Plan as outlined by staff."
