Title: Consideration and possible award of a contract for Bid No 12/13-009, PWP No. WA-2013-018, Golden Eagle Little League Field Expansion Project, to West Coast Contractors of Nevada, Inc., in the amount of $1,259,476.

Recommendation: Staff recommends that Council award Bid No 12/13-009, PWP No. WA-2013-018, Golden Eagle Little League Field Expansion Project, to West Coast Contractors of Nevada, Inc., in the amount of $1,259,476.
Financial Impact: The Golden Eagle Little League Field Expansion project and Little League Field Bathroom Project were approved in the FY11/12 CIP at an estimated combined cost of $1,379,500. This $1,259,476 bid award will bring the total cost to $1,882,445. The $502,945 shortfall will come from the following: $ 61,345 from FY12/13 CIP 13-2000 Bike Path Rehabilitation and $441,600 from an augmentation from fund balance available in Fund 1408. Attached to the staff report is a breakdown of funding for this project.

Agenda Item Brief: Consideration and possible award of Bid No 12/13-009, PWP No. WA-2013-018, Golden Eagle Little League Field Expansion Project, to West Coast Contractors of Nevada, Inc., in the amount of $1,259,476. This project includes two new little league fields, restroom/concession building, sport lighting installation, landscaping, and surrounding site improvements. Staff recommends approval.


Background: The existing Little League Park area at Golden Eagle was completed in April 2007. The city mass graded the area behind the two little league fields for future construction of two additional fields. The current project will construct two new little league fields with surrounding site improvements, landscaping, sport lighting, score boards, and a restroom/concession building. Additionally, the dugouts will be longer and deeper than the first fields built to allow for the opportunity of disable youth leagues to play at the facility.

Analysis: The project advertised in the Reno Gazette Journal on October 10, 2012 and copies were distributed to local plan rooms. Two addenda were issued during the bid. Six bids were opened at City Hall on October 25, 2012 at 2:00 P.M. Bid results ranged in cost from $1,259,476 to $1,809,956. Below is a recap of the bids: • West Coast Cont. $1,259,476 • Q&D Const. $1,493,710 • A&K Earthmovers $1,405,300 • Pace Contracting $1,299,698.64 • Spanish Springs Const. $1,416,687.35 • Aspen Developers $1,809,956 Two totaling math errors were found during review of the bids, however this did not affect the outcome of the bid. A full recap of the bids received is attached for your review.

Alternatives: 1. City Council could award the project as outlined by Staff. 2. City Council could reject the project, and provide direction to the City Manager.

Recommended Motion: “I move to award Bid No 12/13-009, PWP No. WA-2013-018, Golden Eagle Little League Field Expansion Project, to West Coast Contractors of Nevada, Inc., in the amount of $1,259,476.”
