Financial Impact: $79,115 in appropriations is contained in the 2012/2013 Capital Improvement Plan CIP #130502 Pavement Management Preventative, #136604 Emergency/Contingency Funds Sewer, and #136805 Emergency/Contingency Funds Storm Drains. This expense for the Conceptual Design Alternatives will post to Account 604020, Capital Project Professional Services using Project 13-0502A in the amount of $26,372, Account 604110, Infrastructure Project Professional Services using Project 13-6604C, in the amount of $26,371, and Account 604110, Infrastructure Project Professional Services using Project 13-6805B, in the amount of $26,372.

Agenda Item Brief: Consideration and possible approval of a professional services contract with Summit Engineering Corporation to develop conceptual design alternatives for 6th Street, Street Improvement, in the amount of $79,115. The proposal will provide for conceptual design alternatives for street improvements on 6th Street between Prater Way and Victorian Avenue. Staff recommends approval.
Background: 6th Street, between Victorian Avenue to Prater Way, is a part of the City’s action plan with the U.S. Housing and Urban Development CDBG Pedestrian Improvement Plan. 6th Street was originally built in the early 1900’s, and is notably wider (51 feet) than the other nearby streets (38 feet) because it is believed a trolley line ran down this street at one time. Typically our CDBG Pedestrian Improvement projects have been to remove and replace deteriorated sidewalk, curb, gutter, and install approved Accessible ramps. Council requested staff to look at various options of pedestrian and street improvements for this section of 6th Street due to its wider street section.
Analysis: City Staff contacted and met with Summit Engineering to review possible options for pedestrian and street improvements on 6th Street. Based on this meeting Summit Engineering prepared the attached 6th Street from Victorian Ave to Prater Way - Conceptual Design Alternatives for Street Improvements proposal.
Alternatives: 1. City Council could award the contract for professional services as outlined by Staff. 2. City Council could reject the contract for professional services and provide direction to the City Manager.
Recommended Motion: “I move to approve the professional services contract with Summit Engineering Corporation to develop conceptual design alternatives for 6th Street, Street Improvement, in the amount of $79,115.”
