Title: Consideration and possible approval of an Amendment to the Agreement with CH2MHill, the City of Sparks, and the City of Reno for engineering services associated with improvements to the Dewatering Facility at the Truckee Meadows Water Reclamation Facility (TMWRF) with the City of Sparks share being $44,545.40.

Recommendation: Staff recommends City Council approve an amendment to the contract with CH2MHill to perform additional engineering services for TMWRF’s Dewatering Facility.
Financial Impact: This does not affect the General Fund. $1,989,769.00 of appropriations remains in the 5-year Capital Improvement Plan (CIP) for the City of Sparks under TMWRF Projects, as CIP 136600, in Fund 1631, Sanitary Sewer Capital Project Fund. Appropriations to supplement this amendment will be moved to CIP 126605, TMWRF Dewatering Improvement Project. City of Reno staff will continue to administer the consulting agreement for the project. Reimbursement will be shared between the Cities of Sparks and Reno through the current cost sharing master agreement for TMWRF capital projects, based on the ownership of TMWRF, as outlined in Table 1 below. Up to $44,545.40 for these additional engineering services will post to account 603235, Professional Service- Engineering, using CIP 12-6605A-100. (See attachment Table 1)

Agenda Item Brief: City staff is asking that the City Council approve an amendment to the Agreement with CH2MHILL in the amount of $142,000.00 for additional engineering services to the Dewatering Facility at the Truckee Meadows Water Reclamation Facility with the City of Sparks share being $44,545.40.


Background: The dewatering facility at the Truckee Meadows Water Reclamation Facility (TMWRF) is used to reduce the amount of water contained in the biosolids that are hauled to the landfill. The Dewatering Facility increases the solids content of digested sewage sludge of approximately 5% to a solids content of nearly 15% thereby reducing hauling costs to the landfill. The Dewatering Facility has been in continuous operation since the early 1980’s. Over time, the corrosive by-products and atmosphere of the sludge handling process have caused extensive damage to the electrical, mechanical and structural systems of the Dewatering Facility. Due to the current condition of the facility an inordinate amount of maintenance time is spent addressing the mechanical and electrical issues in the facility. The recently completed risk-ranking identified the Dewatering Facility as being a high priority for upgrades to the operating systems. CH2MHILL was contracted with to evaluate both the immediate and long term needs of the Dewatering process.

Analysis: CH2MHILL is currently performing an engineering evaluation of the mechanical and electrical systems of TMWRF’s Dewatering operation. The original Agreement with CH2MHILL in the amount of $500,000.00 is to provide an engineering evaluation of the Dewatering operation enabling the preparation of a near-term and long-term plan for the Dewatering operation. Preliminary reports have indicated more severe deficiencies than were initially anticipated. In order to ensure the reliability of the Dewatering process several near-term capital improvements are urgently needed. These additional near-term improvements exceed the original scope of work anticipated in the original Agreement with CH2MHILL. The additional scope of work requires an increase in funding to cover the engineering services that are needed to evaluate the critical short-term needs of the facility.

Alternatives: City Council could direct staff to provide other alternatives.

Recommended Motion: I move to approve a contract with CH2MHILL in an amount not to exceed $142,000.00 with Sparks share being $44,545.00.
