Recommendation: Staff recommends that the City Council award of Bid No. 12/13-005, PWP No. WA-2013-012, Shadow Mountain Concession Building Renovation, to Northern Sierra Construction, Inc., in the amount of $158,013.
Financial Impact: $210,000 in appropriations is contained in the 2011/2012 Capital Improvement Plan for Project 122002, Shadow Mountain Renovation Project, in Fund 1402, Parks & Recreation Capital Projects Fund. This expense for the construction of the renovation of the restroom and concession building at Shadow Mountain Sports Complex will post to Account 604050, Capital Buildings using Project 12-2002.

Agenda Item Brief: Consideration and possible award of Bid No. 12/13-005, PWP No. WA-2013-012, Shadow Mountain Concession Building Renovation, to Northern Sierra Construction, Inc., in the amount of $158,013. The project will provide for the renovation of the bathrooms to meet ADA requirements, new roofing, heating and electrical upgrades to the building. Staff recommends approval.
Background: The City of Sparks built Phase II of the Shadow Mountain Sports Complex in the early 80’s. This included the main Bathroom/Concession Building. Minor changes and upgrades have taken place since then; however the bathrooms, roof, mechanical, electrical, and plumbing system need to be renovated to meet the high use of this facility.
Analysis: The project advertised in the Reno Gazette Journal on September 26, 2012 and copies were distributed to local plan rooms. Two addenda were issued during the bid. Eleven bids were opened at City Hall on October 11, 2012 at 2:00 P.M. Bid results ranged in cost from $158,013 to $231,325. During review of the bids, a math error was noted which upon correction made Northern Sierra Const, Inc. the lowest responsive and responsible bidder. Alternatives: 1. City Council could award the Shadow Mountain Building Renovation as outlined by Staff. 2. City Council could reject the Shadow Mountain Building Renovation and provide direction to the City Manager.
Recommended Motion: “I move to award of Bid No. 12/13-005, PWP No. WA-2013-012, Shadow Mountain Concession Building Renovation, to Northern Sierra Construction, Inc., in the amount of $158,013.”
