Financial Impact: $300,000 is available for the North Truckee Drain – Kiley Ranch South Reach Realignment Project FY 12/13 in CIP #136808. Additional budget of $147,701.30 will be moved from Storm Drain System & Ditch Rehab (CIP# 136803, Program 13-6803) to 13-6808 to offset the shortfall. Agenda Item Brief: Consideration and possible award of the North Truckee Drain – Kiley Ranch South Reach Realignment Project to Reno Tahoe Construction, Inc. in the amount of $447,701.30. The project consists of clearing obstructions to the channel’s conveyance and restoration of wetlands vegetation.
Background: The purpose of the North Truckee Drain – Kiley Ranch South Reach Realignment Project is to perform wetlands rehabilitation activities in the North Truckee Drain, from Tree Swallow Lane to Los Altos Parkway. The channel is filled with excess vegetation and other obstructions, reducing the channel’s conveyance capacity. This project is intended to remove accumulated sediment and restore wetlands vegetation. Restoration of wetlands vegetation is being done as mitigation for the future North Truckee Drain Realignment Project, located in the industrial area of Sparks, closer to the confluence with the Truckee River. This project shall consist of clearing and grubbing, excavation and fill of specified areas; cutting a low-flow channel; removal of an existing sewer line and replacing it at a new grade; planting and creating a wetland habitat as well as appurtenant work as necessary. The Engineer’s Estimate for the improvements is $448,000.00.
Analysis: The project advertised in the Reno Gazette Journal on August 29, 2012 and copies were distributed to local plan rooms. Five bids were opened at city hall on September 27, 2012 at 2:00 P.M. Bid results ranged in cost from $447,701.30 to $897,007.00. Recommended Motion: I move to award the North Truckee Drain – Kiley Ranch South Reach Realignment Project, Bid Number 12/13-003, PWP WA-2012-368 to Reno Tahoe Construction, Inc. in the amount of $447,701.30.
