Agenda Item Brief: Equipment Services is requesting authorization to spend $166,233.97 to replace five mowers for the maintenance of the City’s parks.
Background: During the budget process last fall three large fairway type mowers were identified for replacement. As we have progressed through this mowing season it has become clear that we will not be able to get one more season from our smaller trim mowers. It is this reason that I am requesting to replace four smaller trim mowers and one large fairway mower this year. The total expenditure for these five mowers is less than the original amount budgeted. This request is for the replacement of park maintenance equipment that has reached the end of their life cycle. The cost to maintain this equipment has far exceeded the worth of the equipment. The mowers being replaced are 806E, 814E, 815E, 820E, AND 812C.
Analysis: In an effort to purchase equipment that will serve the City with the lowest maintenance costs and longevity three companies were contacted to provide demonstrator units to the City for comparison. One company, Scag, declined our request. Nevada Small Engines provided a product from Walker, and Turf Star provided products from Toro. During the selection process these mowers were evaluated by different staff members at various park locations. Staff convened after the demonstrations and deliberated over the pros and cons of the different products and chose the mower from Toro to be the best for the City. In sourcing the vehicle, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing the vehicles utilizing the State of Nevada bid. The State of Nevada bid has historically been the most competitive. Utilizing the “joinder” provision allows the City to precisely define the vehicle needed while foregoing the need to formally bid the item.
Alternatives: 1. City Council could award the purchase of the five Toro mowers from Turf Star as outlined by Staff. 2. City Council could reject the purchase and provide direction to the City Manager.
Recommended Motion: I move to approve the purchase of five Toro mowers from Turf Star in the amount of $166,233.97.
