Title: Consideration and possible approval to award Bid #11/12-041 for Clarifier Rehabilitation to Lindell’s Painting Service at a unit cost of $113,831.00/Clarifier.

Recommendation: Staff recommends City Council approve a contract with Lindell’s Painting Service to perform preventative maintenance duties and clarifier rehabilitation at TMWRF based on formal bid process selection.
Financial Impact: There is no general fund impact. Cost associated with this fiscal year is up to $113,831.00 This expense will be charged to Fund 5605, Account 603242, Professional Services – Other, under Program 131505, TMWRF Maintenance. Following quarterly reconciliation of TMWRF’s operating expenses, affecting the Sanitary Sewer Operations fund (1630), Sparks is expecting reimbursement from the City of Reno based on actual flow splits provided by ADS Environmental as outlined in the inter local agreement for the operations of the facility, of the actual cost of this contract. Previous cost percentage has been 68.63% for the city of Reno, anticipated reimbursement of $78,122.22 per unit. City of Sparks share 31.37% anticipated cost of $35,708.78 per unit.

Agenda Item Brief: : City staff is recommending the City Council award Bid #11/12-041 and an associated contract to Lindell’s Painting Service at a unit price of $113,831.00 to perform preventative maintenance and clarifier rehabilitation on primary and secondary clarifier equipment. Previous cost percentage has been 68.63% for the city of Reno, anticipated reimbursement of $78,122.22 per unit. City of Sparks share 31.37% anticipated cost of $35,708.78 per unit.


Background: The Truckee Meadows Water Reclamation Facility is a regional wastewater treatment plant. The clarifier process utilizes fourteen clarifier tanks with 6.7 million gallon/day liquid capacity each. These tanks perform primary and secondary sludge settling process. Over time a certain amount equipment wear and coating deterioration can be expected.

Analysis: Staff has identified a need to contract with outside sources to perform preventative maintenance and coating to primary and secondary clarifier equipment. Performing regular maintenance on process equipment is a necessary and responsible function in the operation of a regional wastewater utility. A regularly scheduled rehabilitation and coating will support the continued ability of TMWRF to successfully operate the primary and secondary clarifier processes. To comply with required frequency of performing clarifier rehabilitation once every seven years on fourteen clarifier tanks this procedure will begin appearing annually. The City of Sparks issued a formal Request for Bids on June 14, 2012. Bid documents were sent to regional plan rooms and 3 individual firms that requested bid documents. Three responses were received: Lindell’s Painting Service $113,831.00 Olympus and Associates $166,195.00 Farr Construction $167,200.00 The recommended firm is experienced in this classification of work and has been a service contractor at the facility for different needs over time. The recommended contract establishes a unit price to rehabilitate and coat each clarifier, as requirements and plant schedule allow at the identified unit price. The contract is established at an initial 12-month term with an allowance for mutually agreeable options to extend the agreement for up to four (4) additional 12 month periods not to exceed 7/31/17, should service meet the continuing requirements of the facility.

Alternatives: City Council could direct staff to provide other alternatives.

Recommended Motion: I move to award Bid #11/12-041 for Clarifier Rehabilitation to Lindell’s Painting Service at a unit cost of $113,831.00.
