Agenda Item Brief: Construction of the North Truckee Drain realignment project will require substantial acquisition of easements and right-of-way for both construction access and permanent facilities. A total of 18 parcels are affected. Warren & Schiffmacher LLC propose to provide appraisal services for the affected properties for a fee of $75,000. It is anticipated that this work will require 180 days to complete. Staff recommends approval.


Background: In order to construct the North Truckee Drain Realignment project, numerous easements will be required in order to establish construction access and permanent right-of-way for the project. A total of 18 parcels have been identified, comprised of a minimum of 12 unique owners. The work involved in this proposal is preparation of appraisals and reports for each property conforming to the Uniform Standards of Professional Appraisal Practice. It is anticipated that reports for take between 90 and 180 days to complete.

Analysis: The proposal provided by Warren and Schiffmacher has been reviewed by staff and meets the project requirements. The work entailed will be necessary in order to proceed with construction of the North Truckee Drain Realignment project.

Alternatives: 1. City Council could approve the proposal to provide appraisals as outlined by Staff. 2. City Council could reject the proposal to provide appraisals and provide direction to the City Manager.

Recommended Motion: I move to approve the proposal to provide appraisals of properties affected by right-of-way acquisition for the North Truckee Drain Project by Warren & Schiffmacher LLC in the amount of $75,000.
