Agenda Item Brief:

This project is to construct Jack Reviglio Memorial Park, which includes construction of a new concrete pathway, installation of a new shade structure and play equipment, and installation of grass and trees. Purchase of the play equipment was approved by City Council on March 22, 2021. The construction contract will cover all items necessary to construct and turn over to the City a fully functional park after the one-year warranty period. Staff recommends approval of the attached construction contract with West Coast Paving, Inc., in the amount of $542,503, which includes the base bid plus Alternate B.

Background:

Jack Reviglio Memorial Park (a.k.a. Truth Drive Park) was approved by City Council in the Foothhills at Wingfield Springs Handbook on September 14, 2009. This park will provide ammenties that include a two-to-five-year-old playground, a five-to-twelve-year-old playground, walking trails, grass open space, benches, and a shade structure for the Foothills at Wingfield Springs community.

Analysis:

Staff included two Alternates in the bid that could be included pending available funding. Alternate A includes furnishing and installing 2’ x 2’ interlocking rubber tile in lieu of engineered safety wood fiber around the playgrounds, and Alternate B includes the installation of a new shade structure. After further review, staff recommends acceptance of the base bid along with Alternate B. Alternate A exceeds available funding so staff is not recommending acceptance of Alternate A.

In total this construction contract for Jack Reviglio Memorial Park includes the installation of a new walking path, landscaping, a 24’ x 24’ shade structure, and two main play areas with one area intended for children ages 2 to 5 years old and another area for children ages 5 to 12 years old. The playground equipment is being purchased under a separate contract that was approved by City Council at the March 22, 2021 Council Meeting.

The project was advertised on February 17, 2021, and two Addenda were issued during the formal bid process. Eight (8) bids were received at City Hall on March 10, 2021, as a result of the formal bid process. PEC Contracting & Engineering's bid was deemed non-responsive due to not self-listing as required by NRS 338.141 and the bid document. Staff recommends award to the lowest responsive bidder, West Coast Paving, Inc., in the amount of $542,503, which includes Alternate B and a force account of $20,000. The construction contract and bid recap have been attached for reference. The bids were evaluated and award recommended using the base bid amount, with a summary of the bids shown below for review.
