Agenda Item Brief:

This project consists of the removal of existing trees and tree planters; removal and replacement of existing pavers, sidewalk, curb, gutter, catchbasins, irrigation and electrical improvements; removal of an existing bus stop canopy; installation of five new tree planters and art pedestals; along with a new seven-space parking lot.  Staff recommends approval of the construction contract with Anchor Concrete in the amount of $441,656. 



Background:

Victorian Square public improvements were originally constructed in two phases, the first being in 1988 and the second in 1990.  In February 2013, City staff from Engineering, Planning, Public Works Maintenance, Parks and Recreation, and Special Events reviewed the area to identify repairs needed due to deterioration and improvements for use during special events.  Based on this review, a plan was developed to phase improvements to Victorian Square in the City's Capital Improvement Plan.  The current project is in Section 4, located on Victorian Avenue between Victorian Plaza Circle and 15th Street. This project consists of the removal of existing trees and tree planters; removal and replacement of existing pavers, sidewalk, curb, gutter, catchbasins, irrigation and electrical improvements; removal of an existing bus stop canopy; installation of five new tree planters and art pedestals; and a new seven-space parking lot. 



Analysis:
The project was advertised on February 10, 2021, and one addendum was issued during the bid.  Five (5) bids were received at City Hall on March 4, 2021, as a result of the formal bid process.  Staff has reviewed the bids, found no irregularities, and recommends award to the low bid submitted by Anchor Concrete, in the amount of $441,656, which includes a force account of $50,000.  A map of the area within Section 4, the bid recap, and construction contract have been attached for reference.  A summary of the qualified bidders is shown below for your review:

I move to approve the construction contract (AC-5749) with Anchor Concrete for the Victorian Square Infrastructure Improvements Section 4 Project in the amount of $441,656.00.
