Title: Consideration, discussion, and possible approval of a construction contract (AC-5751) with West Coast Paving, Inc., for the Golden Eagle Regional Park Little League Parking Lot Expansion Project in the amount of $597,003.00.

Financial Impact: This project will be funded through two CIP approved projects and an interlocal cooperative agreement grant with Washoe County from the November 2000 Parks, Trails, and Open Space Bond. Fund 1402 will be reimbursed by the $300,000 interlocal cooperative agreement to fund the overage amount of the project within program #18-1700.

Agenda Item Brief:

This project will provide a new 83-space parking lot, on the north side of the Little League Fields, at Golden Eagle Regional Park. The parking lot will also include new lighting, an emergency turnaround, a walking bridge, split-rail fence, a detention basin, and new landscaping.  Staff recommends approval of the construction contract with West Coast Paving, Inc., in the amount of $597,003. 



Background:
Golden Eagle Regional Park was constructed  in April 2008 and included two Little League fields.  In March of 2013, the City completed two additional Little League fields, which brought the total to four.  With the addition of the two fields, the City noted this area had insufficient parking and additional parking was needed. 
 
In June 2017, the City of Sparks entered into an interlocal cooperative agreement with Washoe County to obtain a grant in the amount of $300,000 from the November 2000 Parks, Trails, and Open Space Bonds to be used towards the design and construction of the Golden Eagle Little League Parking Lot Expansion Project.  The City of Sparks budgeted an additional $150,000 in FY18 and $300,000 in FY 21 towards the design and construction of the parking lot.  The parking lot will provide 83 additional parking spaces for the Little League fields. In addition, the project will include new lighting, an emergency turnaround, a walking bridge, split-rail fence, a detention basin, and new landscaping. 


Analysis:
The project was advertised on February 17, 2021, and one addendum was issued during the bid.  Four (4) bids were received at City Hall on March 11, 2021, as a result of the formal bid process.  Staff has reviewed the bids, found no irregularities, and recommends award to the low bid submitted by West Coast Paving, Inc., in the amount of $597,003, which includes a force account of $35,000.  A map of the construction area, the bid recap, and construction contract have been attached for reference.  A bid summary of the qualified bidders is shown below for review.

Alternatives:

Recommended Motion:

I move to approve the construction contract (AC-5751) with West Coast Paving, Inc., for the Golden Eagle Regional Park Little League Parking Lot Expansion Project in the amount of $597,003.00.
