Agenda Item Brief:

The project involves providing preventative maintenance treatments, Rapid Setting Slurry Seal, on candidate pavements included in the City’s Transportation Maintenance plan. Refer to the attached FY21 Street Preventative Maintenance Vicinity Map for street locations. The project advertised on February 17, 2021. On March 3, 2021, the City of Sparks received three (3) bids for this project. One bid was deemed non-responsive. Sierra Nevada Construction submitted the low bid in the amount of $378,007.00. 



Background:

The Preventative Maintenance, Slurry Seal Program is a yearly program that provides preventative maintenance treatments on candidate pavements included in the City’s Transportation Maintenance Plan. With this project, this program will be treating over 1.9 million square feet of roadway throughout the City with a Rapid Setting Slurry Seal.



Analysis:
The project scope identifies Rapid Setting Slurry Seal, traffic control, public outreach and permanent striping on City of Sparks streets highlighted on the attached FY21 Street Preventative Maintenance Vicinity Map.
The City of Sparks received three (3) bids for this project. One bid was deemed non-responsive. Bids were received March 3, 2021, at 1:45 p.m. and opened at 2:00 p.m. 
 
A summary of the qualified bidders is shown below:

Sierra Nevada Construction $378,007.00
Intermountain Slurry Seal $443,501.88
Valley Slurry Seal (Non-Responsive) $481,120.00
The contract is attached for review and discussion.


Alternatives:
  1. City Council may approve the construction contract as outlined by staff.
  2. City Council may reject the proposed construction contract and provide direction to the City Manager.


Recommended Motion:

I move to approve a construction contract (AC-5747) with Sierra Nevada Construction for the 2021 Street Preventative Maintenance Project Bid No. 20/21-011, PWP-WA-2021-160, in the amount of $378,007.
