Agenda Item Brief:

This project is the remodel and expansion of the existing Sparks Police Department Emergency Communications Center (dispatch center).  Four additional workstations will be added; a new storage area, office, and breakroom will be constructed; sound-dampening material will be installed; and the network and electrical infrastructure will be upgraded.  Staff recommends approval of the attached construction contract with Group West Construction, Inc., in the amount of $166,649.00.



Background:
The Police Department at 1701 East Prater Way was originally constructed in 1991.  This facility provides space for all Police Department staff, including dispatch staff, and operates 24 hours a day, seven days a week.  The dispatch workstations were replaced in the early 2000s with minor electrical and network upgrades for the technology of the time.  Otherwise, the dispatch area footprint has remained unchanged since the original construction thirty years ago.  
 
The dispatch center is in the process of increasing from the current six (6) workstations to ten (10) workstations to accommodate additional staff.  The dispatch center expansion and remodel will utilize the adjacent training room square footage to accommodate the added workstations, new office, and storage room, along with upgrading the network and electrical infrastructure.  The project also includes modification of the existing restroom and adjoining office space to create a much-needed breakroom area for dispatchers within the dispatch center. 


Analysis:
The project was advertised on February 3, 2021, and one addendum was issued during the formal bid process.  Six (6) bids were received at City Hall on February 24, 2021, through the formal bid process.  One bid was deemed non-responsive, but it was not the low bid.  A summary of all bids is attached for City Council's review.  Staff recommends awarding the contract to the lowest responsive bidder, Group West Construction, Inc., in the amount of $166,649.00, which includes a force account of $7,500.00.  The construction contract for the project has been attached for reference.  The bids are listed below for City Council's review.
