This project includes multiple remodels throughout City Hall that will benefit staff with improved efficiency and additional space along with providing another ADA-accessible restroom and a water bottle filling station. The project includes a new customer service counter, new mailroom, additional customer service staff space, remodeled office for payroll staff, remodeled restroom in the finance area, and a remodeled IT office area. Staff recommends approval of the attached construction contract with Group West Construction, Inc., in the amount of $335,892.
Background:
Sparks City Hall was originally constructed in 1969 and has undergone multiple expansions and additions throughout the years. In 1979, an additional building was constructed that includes the current main entrance, City Manager’s office, City Clerk’s Office, and Human Resources area, along with a basement area. The basement consists of a mechanical and electrical room, conference and training room space, restrooms, staff offices, and storage areas. As paper documents have been converted to digital media, this has freed up storage space that would be better suited for office use. The project utilizes each space more effectively. There are also several offices in the payroll, finance, and information technology (IT) areas that were originally constructed for individual use and would use space more efficiently if joined together. Lastly, the restrooms in the finance area do not meet current ADA standards and are outdated. This project will expand the restrooms to meet current ADA requirements.

Staff recommends City Council award the contract to the lowest responsive bidder, Group West Construction, Inc., which submitted a bid in the amount of $335,892. This bid includes a force account of $50,000. The construction contract for the project has been attached for reference.

- City Council may approve the construction contract as outlined by staff.
- City Council may reject the construction contract and provide direction to the City Manager.
Recommended Motion:
I move to approve construction contract (AC-5739) for the City Hall Remodel Project with Group West Construction, Inc., in the amount of $335,892.00.
