Agenda Item Brief:

Staff seeks approval of an expenditure of $59,844.46 to purchase play equipment for children ages 2 to 5 and 5 to 12, to be supplied and installed at Jack Reviglio Memorial Park through a separate construction contract. The construction contract will be brought before the City Council for possible award at its April 12, 2021 meeting. The equipment will be purchased from BCI Burke Company, LLC, through a “joinder” provision with the National Intergovernmental Purchasing Alliance. 



Background:
Jack Reviglio Memorial Park will be located on Truth Drive in the Foothills at Wingfield Springs. The park site was approved by City Council in the Foothhill at Wingfield Springs Handbook on September 14, 2009. This park will provide amenties that include a two-to-five-year-old playground, a five-to-twelve-year-old playground, walking trails, grass open space, benches, and a canopy structure.  
 
This agenda item is for the purchase of play equipment that would be supplied to the contractor for installation.  Installation of the equipment is included in the Jack Reviglio Memorial Park Project Bid# 20/21-013, PWP #WA-2021-168, which will be presented for possible City Council approval on April 12, 2021. With the play equipment having a six-to-eight-week lead time, staff chose to bring this purchase contract to City Council for approval prior to the construction contract to allow for sufficient delivery time for the equipment, minimizing delays in the project.  
 
Staff worked with a design consultant on various playground equipment options to fit the designated space and provide the highest play value. The equipment colors were chosen to honor Jack Reviglio and his business, Western Nevada Supply Company, both of which have contributed greatly to the City of Sparks community for many years.
 


Analysis:
The Jack Reviglio Memorial Park playground equipment will consist of two main play areas with one area intended for children aged two to five years old and another area for children aged five to twelve years old.  
 
In sourcing this playground equipment, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing the equipment utilizing the National Intergovernmental Purchasing Alliance contract number R170301. The purchase price represents government pricing for this equipment.  Using the joinder provision allows the City to precisely define the playground equipment needed, forego the need to formally bid the item, and obtain competitive pricing.
 
The City is also required to pay sales tax per NRS on all materials purchased and supplied to a contractor for installation. Sales tax is included in the quote supplied by BCI Burke Company, LLC, for a total expenditure of $59,844.46.


Alternatives:
  1. City Council could approve the expenditure as outlined by Staff.
  2. City Council could reject the expenditure and provide direction to the City Manager.


Recommended Motion:

I move to approve the purchase of play equipment for Jack Reviglio Memorial Park from BCI Burke Company, LLC, in the amount of $59,844.46.
