Agenda Item Brief:

This contract is for professional engineering design services for the McCarran Boulevard and Prater Way Sewer Improvements Project and will include utility research, a topographic survey, geotechnical investigation, NDOT permitting, engineered drawings, bid item list, and specifications.  This project was identified in the 2016 City of Sparks Sanitary Sewer Master Plan Update and was approved in the FY21 Capital Improvement Plan.  



Background:

The 2016 City of Sparks Sanitary Sewer Master Plan update identified capital improvement projects for the sanitary sewer collection system reflecting the increase in growth and development throughout the City after the Master Plan was created in 2005.  Upsizing the existing sewer in McCarran Boulevard (from Greenbrae Drive to Prater Way) and in Prater Way (from McCarran Boulevard to approximately 180 lineal feet east along Prater Way) was identified as a priority project.  The existing 24-inch sewer line in McCarran Boulevard will be upsized to a 30-inch line, and the 10-inch sewer line in Prater Way will be upsized to an 18-inch line.  The project was approved as a part of the FY21 Capital Improvement Plan.  



Analysis:
JUB Engineers, Inc., was selected to perform the engineering design due to their experience with similar sewer capacity projects regionally. Due to the potential complexities of construction operations within Nevada Department of Transportation (NDOT) right-of-way, JUB compared alternative methods of construction, such as pipe bursting, with traditional open-cut methods as part of their proposal. Pipe bursting would provide for minimal impacts to traffic and surface disturbance compared to a traditional open-cut trench.  Ultimately, JUB determined that the existing sanitary sewer pipe material, diameter, and depth of pipe would not allow for the pipe bursting construction method for this project, and open-cut trench is the most viable option. The professional services proposal from JUB Engineers, Inc., is attached for City Council’s review.  
 
The proposal for professional design services from JUB Engineers, Inc., provides for a complete design, including engineered construction documents for project bidding, for the sewer improvements identified in the 2016 Sewer Master Plan update in McCarran Boulevard and Prater Way.  The proposed fee is $120,045.00.


Alternatives:
  1. City Council may approve the contract as outlined by Staff.
  2. City Council may reject the contract and provide direction to the City Manager.


Recommended Motion:

I move to approve the professional services contract (AC-5742) with JUB Engineers, Inc., for engineering design of the McCarran Boulevard and Prater Way Sanitary Sewer Improvements Project in the amount of $120,045.00.
