Title: Consideration and possible approval for a contract in the amount of $45,320 to CR Engineering to perform Design and Construction Administration for three (3) Heating- Ventilation- Air- Conditioning (HVAC) projects at Truckee Meadows Water Reclamation Facility (TMWRF).

Recommendation: Staff recommends City Council enter into a contract with CR Engineering in the amount of $45,320.
Financial Impact: There is no General Fund impact. Cost associated with this fiscal year is up to $45,320. This expense will be charged to Fund 5605, Account 603235, Professional Services-Engineering, under Program 131510, TMWRF Maintenance. Following quarterly reconciliation of TMWRF’s operating expenses, affecting the Sanitary Sewer Operations fund (1630), Sparks is expecting reimbursement from the City of Reno based on actual flow splits provided by ADS Environmental as outlined in the inter local agreement for the operations of the facility.

Agenda Item Brief: City staff is asking the City Council to approve a contract with CR Engineering to provide Design Services and Full Construction Administration for the Administration Building HVAC, Raw Sewage Pump (RSP) Variable Frequency Drive (VFD) Room Cooling and RSP Evaporative Cooling Air Handling Replacement.
Background: Truckee Meadows Water Reclamation Facility (TMWRF) utilizes HVAC and Evaporative Cooling systems to heat and cool buildings throughout the facility. Climate control is not only needed for maintaining building temperatures for personnel comfort it is also required to maintain temperatures for plant mainframe computers as well as VFD’s that control 200, 400 and 500 HP pumps. The failed HVAC unit located at the Administration Building is the original 1967 equipment and has performed beyond its useful life (44 years). In addition some of these heating and cooling systems have been exposed to a corrosive environment associated with a municipal waste water treatment plant.
Analysis: TMWRF has determined that the heating and air conditioning units at the Administration Building and at the Headwork’s Building need to be replaced. Staff decided that engineering services are required to address the corrosive location of the RSP VFD HVAC units, replacement of the Administration Building HVAC and RSP Dry Well evaporative cooler. CR Engineering will provide complete design services and full construction administration services to ensure that the project addresses all the mechanical, environmental and corrosive issues at TMWRF.
Alternatives: City Council could recommend that staff look at alternative options.
Recommended Motion: I move that City Council approve a contract with CR Engineering in the amount of $45,320 with the City of Sparks share being $13,596.
