Agenda Item Brief: The Shared Services Elected Officials Committee approved and forwarded a recommendation to the City of Reno and Washoe County to co-locate the Washoe County Incline Village emergency dispatch center into the RECC. The operations and expenditures of the REOC and RECC shared facility on Spectrum Blvd. are governed by an inter-local agreement between the City of Sparks, the City of Reno, and Washoe County. This is the first amendment to the inter-local, which has been in affect for numerous years.


Background: After the flood of 1997, the Truckee Meadows region addressed various emergency related issues including the voters passing an increase to the Washoe County sales taxes for flood control and emergency facilities. As a result of the funding provided by this tax increase, Washoe County designed and built a Regional Emergency Operations Center and a Regional Emergency Communications Center in a single building at 1595 Spectrum Blvd. just north and east of the US395 and Parr Blvd. interchange. The intent of the REOC/RECC was to co-locate these emergency management functions into a self-sustainable building for the protection of life and property in the region in the event of a regional disaster. The RECC has been used as the emergency dispatch center for the City of Reno and Washoe County on a daily basis with the City of Sparks dispatch center serving as a “hot back up” and the Washoe County Incline Village dispatch center serving the Washoe County Sheriff’s Office and two fire protection districts. As part of the Shared Services Elected Officials Committee actions, the Incline Village emergency communications center’s operations were analyzed for viability. A working group of local public safety officials and staff determined rather than expanding the physical footprint of the Incline Center, co-locating the center and its personnel to the RECC would provide better operational support and some minor cost savings. The REOC/RECC inter-local agreement provides for the governance of the operations of the center by the City of Sparks, the City of Reno, and Washoe County. The agreement defines the relationships of the parties; oversight responsibilities; and provides a funding formula for the daily, operational, and maintenance costs. The City of Sparks does not pay any costs related to the RECC, however, the city does pay for 9% of the costs related directly to the REOC. The REOC is the city’s back up emergency operations center for city disaster management and recovery.

Analysis: An amendment to the REOC/RECC Inter-Local and Occupancy Agreement is needed as the daily use of the RECC is changing due to the co-location of the Incline Village The City of Sparks, the City of Reno, and Washoe County legal and managerial staff reviewed the REOC/RECC Inter-Local and Occupancy Agreement to determine the changes needed to properly define the relationships and cost sharing need based on the new use of the RECC. The City reviewed the entire agreement and suggested the following changes, which have been incorporated into the final proposed agreement amendment. The changes are: • Various grammatical and formatting changes throughout the agreement, and • The addition of the proper “notification” address for the City of Sparks The changes related to the City of Sparks in this first amendment to the inter-local agreement do not change the city’s governance or funding from the previous agreement.

Alternatives: 1. The Sparks City Council may approve the Regional Emergency Operation Center (REOC) and Regional Emergency Communications Center (RECC) First Amended Inter- Local and Occupancy Agreement as presented by staff. 2. The Sparks City Council may choose to not approve the Regional Emergency Operation Center (REOC) and regional Emergency Communications center (RECC) First Amended Inter- Local and Occupancy Agreement as presented by staff. 3. The Sparks City Council may choose to not approve the Regional Emergency Operation Center (REOC) and regional Emergency Communications center (RECC) First Amended Inter- Local and Occupancy Agreement as presented by staff and provide further direction to the City Manager.

Recommended Motion: “I move to approve the Regional Emergency Operation Center (REOC) and Regional Emergency Communications Center (RECC) First Amended Inter-Local and Occupancy Agreement as presented by staff, without corrections identified at the May 14, 2012 meeting.
