Agenda Item Brief:

The Office of Criminal Justice Assistance (OCJA) has awarded a 2020 Justice Assistance Grant (JAG) in the amount of $19,100 to the Sparks Police Department. The award will be used to partially fund the purchase of the Ocean Systems tower and Talino Forensic Workstation.



Background:

On May 26, 2020, the Council directed the Sparks Police Department to complete and submit an application for the OCJA 2020 JAG that would allow the department to fund the purchase of the Ocean Systems tower and Talino Forensic Workstation. Sparks Police Department was awarded the OCJA 2020 JAG in the amount of $19,100. Should the Council accept the award, the City of Sparks will be the fiscal agent and responsible for all reporting for this grant program period of January 1, 2021, to December 31, 2021. 



Analysis:

The purchase of the Oceans System tower would update our electronic forensics systems currently in place for the processing, ehancing, and storing video evidence. The Talino Forensic Workstation is capable of being used for a myriad of forensic applications as well as cellular tower/GPS mapping. Together these sytems would provide our investigators the necessary technology and tools to obtain and document crucial evidentiary data necessary for the successful investigation and prosecution of criminal cases. 



Alternatives:

1. Council may accept the OCJA 2020 JAG award.

2. Council could reject the OCJA 2020 JAG award and provide direction to the City Manager to seek funding elsewhere. 



Recommended Motion:

I move to accept the Office of Criminal Justice Assistance (OCJA) (AC-5724) 2020 Justice Assistance Grant (JAG) award in the amount of $19,100.
