On April 27, 2020, Council directed the Sparks Police Department to complete and submit an application for the OCJA 2020 JAG that would fund the purchase of the VirTra Firearms Training Simulator. Sparks Police Department was awarded the OCJA 2020 JAG grant in the amount of $69,000.00. Should the Council accept the award, the City of Sparks will be the fiscal agent responsible for all reporting for this grant program period of January 1, 2021 to December 31, 2021.

The VirTra Firearms Training Simulator is the only simulator currently on the market that meets the needs of Sparks Police Department. This training simulator provides training in a number of areas now required by state law and is recognized by the national Peace Officer Standards and Training (POST) organization as specifically addressing: fair and impartial policing, implicit bias in policing, de-escalation and de-confliction, as well as other categories through multiple stress-induced, scenario-based realistic training models.

1. Council may accept the grant as outlined by staff.
2. Council may reject the grant and provide direction to the City Manager.

I move to accept the Office of Criminal Justice Assistance 2020 Justice Assistance Grant (AC-5723) award in the amount of $69,000.00.
