The Arts and Culture Advisory Committee (ACAC) has three (3) vacancies, each for a 2-year term ending November 30, 2022. The vacancies include: one member with a performing arts background, one member with visual arts background and one member with a humanities background. The Mayor shall make appointments to this committee.
Background:
The ACAC was formalized by Resolution in 2016. The purpose of the committee is to provide a plan and guidance for arts and cultural related activities on public property or projects utilizing city resources within the City of Sparks. The ACAC is to perform in a positive, professional and collaborative manner to gather information and provide constructive feedback and suggestions to the City Council and Mayor on city programs, initiatives and matters referred to the committee by the Sparks City Council.
The ACAC consists of six (6) members, appointed by the Mayor and selected on the following criteria:
- Full understanding of being an arts advocate within the city's environment or structure;
- Five (5) years or more experience as an arts advocate;
- Forward thinking in programming for the arts; and
- Prior experience on a non-profit or government board.
Analysis:
ACAC members are appointed in the following manner:
- Two members with performing arts backgrounds
- Two members with visual arts backgrounds
- One member with a humanities background
- The sixth member is a non-voting staff member assigned by the Parks and Recreation Director.
There are currently three (3) vacancies on the committee, one member from each of the following backgrounds: performing arts, visual arts, and humanities. The vacancies are each for a 2-year term ending November 30, 2022. Applicants must be Washoe County residents. The vacancies were advertised at the October 23rd and November 9th City Council meetings. The Mayor reviewed the applications and selected the members.
Alternatives:
1. Council may approve the Mayor's appointments to the Arts and Culture Advisory Committee
2. Council may deny the Mayor's appointments and provide further direction to the Mayor and/or City Council
Recommended Motion:
I move to approve the Mayor's appointments to the Arts and Culture Advisory Committee, each to 2-year terms ending November 30, 2022, as follows: Monique Bowman as performing arts member, Eileen Gay as visual arts member, and Ann Higginbotham as humanities member.
