The City negotiates and enters into labor agreements with its various collective bargaining units. The current agreement expired June 30, 2020. The City of Sparks (City) and the Association of Sparks Fire Department Classified Chief Officers have reached a tentative Collective Bargaining Agreement (Agreement) with contractual changes for the period of July 1, 2020 to June 30, 2021.

The following is a summary of the Agreement reached between the parties. This summary outlines negotiated contract changes. Also attached to this Agenda is a strike-out version of the proposed Agreement and a final version of the proposed Agreement.
Summary of Tentative Agreement
Section 1: Administration, Article D: Duration of Contract
Section was changed to reflect the new contract period of July 1, 20 through June 30, 2021. There is no direct cost related to this contract change.
Section 2: Pay Rates, Article A: Pay Rates
Cost of Living Adjustments (COLA)
In this contract, contract language related to COLA increases prior to FY21 was removed and replaced per the tentative agreement between SPSPA and the City in which it is agreed that employees shall receive a COLA of 2.8% above the base salary rate in effect on June 30, 2020. The COLA is retroactive to July 6, 2020.

The total fiscal impact of the COLA over the next three (3) years to the General Fund is $99,000.
Alternatives:
- Council may choose to approve the proposed Collective Bargaining Agreement.
- Council may choose not to approve the proposed Collective Bargaining Agreement.
- Council may choose not to approve the proposed Collective Bargaining Agreement and direct the City Manager toward another alternative.
Recommended Motion:
I move to approve Collective Bargaining Agreement (AC-5698) between the City of Sparks and the Association of Sparks Fire Department Classified Chief Officers, for the period of July 1, 2020 to June 30, 2021.
