Agenda Item Brief:
The U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance is offering a 2020 Justice Assistance Grant (JAG) Program Award collectively in the amount of $161,256 to the Reno Police Department, Washoe County Sheriff's Office, and the Sparks Police Department. The funding can be used towards law enforcement training, law enforcement equipment, and law enforcement personnel overtime expenses. The Sparks Police Department's allocation of funding is $32,251. Reno and Washoe County will both receive $64,502. The grant is still currently in the application phase.
 
This agenda item pertains only to the possible approval and signing of the interlocal agreement for the managment and disposition of the 2020 JAG Program Award. A separate agenda item will be submitted at a later date pending the actual grant award.


Background:

The interlocal agreement identifies the participating agencies within the grant, establishes the City of Reno as the fiscal agent and responsible party for all grant reporting during the program period of October 1, 2019 to September 30, 2023. In addition to the interlocal agreement, JAG is requiring "Certifications and Assurances by the Chief Executive of the Applicant Governtment," to be signed by the Mayor as part of the application process.

 



Analysis:

The approval of the interlocal agreement and associated U.S. Department of Justice Forms are needed to complete the application process of the 2020 JAG program Award in the amount of $161,256. Upon application approval, the Sparks Police Department will be allocated funds in the amount of $32,251. This funding will be used to partially support the purchase of Active Shooter/Rapid Response training equipment for City of Sparks law enforcement personnel.This equipment will provide instructors the tools necessary to best prepare sworn personnel in responding to active shooter situations. 



Alternatives:

1. Council may approve the interlocal agreement as recommneded by staff.

2. Council may decline to participate in the interlocal agreement and associated grant monies and provide direction to the City Manager.



Recommended Motion:

I move to approve interlocal agreement (AC-5692) with the City of Reno, Washoe County, and the City of Sparks, for the managment and disposition of the 2020 Justice Assistance Grant (JAG) Program award for law enforcement training, equipment and/or personnel overtime expenses, in the amount of $161,256, with Sparks' allocation being $32,251.
