Title: Consideration and possible approval to purchase one (1) Quantum 6-yard rear load trash truck from Curbtender, in the amount of $117,229, utilizing a joinder bid through Sourcewell, contract #091219-CBR.

Recommendation: Staff recommends that the Council approves of an expenditure of $117,229 to purchase one Quantum 6-yard rear load trash truck from Curbtender.
Financial Impact: One 6-yard trash truck in the amount of $117,229 in the motor vehicle fund 1702 program 130545. $94,612 was collected from the City’s insurance carrier for the replacement of 522B that was totaled in the May 2019 accident. $22,617 will be paid by 1702 the Fleet replacement fund and reimbursed by Risk fund. General Fund annual maintenance and repairs costs will increase by $0.

Agenda Item Brief:

Equipment Services is requesting authorization to purchase a replacement 6-yard capacity trash truck for the Parks Maintenance division. In May of 2019, an existing trash truck was involved in an accident and was declared a total loss; $94,612 was collected from insurance. If approved, the remaining $22,617 will be paid from the fleet replacement fund.  This vehicle will be used for daily trash pick-up at city parks, trails and open space and will also be used on weekends during special events and to support community/volunteer clean-up events.    



Background:

This request is for the replacement of one Quantum 6yd rear loader trash truck to be used by the Park Maintenance staff. 522B was in an accident in May of 2019 which was declared a total loss of the vehicle. 522B was used daily to remove trash from our parks system. It was also used at special events and community clean ups. This vehicle was on the road every day in the summer months and at least 5 days a week in the winter. This vehicle is readily available and able to ship within a few weeks.



Analysis:

The City will be utilizing the “joinder” provision allowed under NRS 332.115. Specifically, the City will be using contract #091219-CBR issued by Sourcewell, a purchasing consortium for the purchase of this equipment. Sourcewell represents high-quality products at very competitive pricing and the City is able to join this contract and leverage those prices to our benefit. Utilizing the “joinder” provision allows the City to precisely define the equipment needed while foregoing the need to formally bid the item.  The $117,229 expenditure will allow Equipment Services to replace the fleet vehicle with a new unit that meets the current need of staff and our community.



Alternatives:
  1. Council could approve the recommendation to purchase as outlined by Staff.
  2. Council could reject the recommendation to purchase and provide direction to the City Manager.


Recommended Motion:

I move to approve the purchase of one (1) Quantum 6-yard rear load trash truck for Curbtender in the amount of $117,229.
