Title: Consideration and possible approval of an expenditure of $114,324.50 to purchase two (2) additional police vehicles upfitted by Defender from Champion Chevrolet, as part of the FY 2020 Capital Improvement Projects, utilizing the joinder bid from the State of Nevada vehicle contract # 99SWC-NV19-2037.

Recommendation: Staff recommends that Council approves of the expenditure of $114,324.50 to purchase two upfitted police vehicles from Champion Chevrolet.

Agenda Item Brief:

Fleet Services is requesting approval of the purchase of two upfitted police Patrol Vehicles. If approved the City will joinder with the State of Nevada contract # 99SWC-NV19-2037. $150,000 was included in the Fiscal Year 2020 budget approved by the City Council on May 28, 2019 and $150,000 is available in the FY2020 Federal Drug Forfeiture Fund. Staff recommends approval.



Background:

In the FY2020 budget additional police officers were approved. This agenda item is to purchase two additional vehicles for those officers utilizing drug forfeiture funds.

Typically, the City of Sparks would purchase these vehicles from our local vendor and have the upfitting done by another vendor. In this case the funding source is forfeiture, which requires the city to complete a formal bidding process. Due to the strike at GM there were not any police package vehicles available for purchase and we received no responsive bids.

Fleet Services staff searched for any available police vehicles that met the specification required by our Police Department and found an upfitting company in Texas that had the vehicles available on their lot. Fleet Services worked with our local vendor, Champion Chevrolet, to acquire the vehicles.

The two vehicles that we are purchasing will meet all of the specifications required by our Police Department and by purchasing through a State bid program will meet the intent of the bidding process.



Analysis:

The City will be utilizing the “joinder” provision allowed under NRS 332.115. Specifically, the City will be using contract # 99SWC-NV19-2037 for these vehicles that was issued by the State of Nevada, to Champion Chevrolet. The State of Nevada’s bid represented a high-quality product and the City is able to join this contract and leverage those prices to our benefit.

This $114,324.50 expenditure will allow staff to purchase the appropriate equipment needed for our Police Department.



Alternatives:
  1. Council could approve the proposed purchase.
  2. Council could reject the proposed purchase and provide direction to the City Manager.


Recommended Motion:

I move to approve the purchase of two (2) police patrol vehicles in the amount of $114,324.50.
