Background:

The Civil Service Commission has authority over all phases of the procedures for selection, appointment and promotion of employees in the civil service; for the appeal rights of such employees with regard to suspension, demotion, dismissal and disciplinary action; and for the transfer of employees within the City. Vacancies on the Commission must be filled by appointment by the Mayor and confirmed by the City Council.

Analysis:

The Civil Service Commission has two vacancies for three-year terms expiring June 30, 2023. Announcements for the vacancies were made at the March 23, 2020, and April 13 and 27, 2020 Sparks City Council meetings.

Several Community Service Applications were received, expressing interest in serving on the commission. Mayor Smith has conducted brief interviews with the applicants and has made his selections:

Rita Greggio (re-appointment)
Carlson Hawley

Council may confirm the appointments.

Alternatives:

1. Council may confirm the Mayor's appointments.

2. Council may reject the Mayor's appointments and provide further direction to the Mayor or City Manager.

Recommended Motion:

I move to confirm the Mayor's appointment of Rita Greggio and Carlson Hawley to the Sparks Civil Service Commission, each for a three-year term ending June 30, 2023.
