Background:

The Regional Planning Governing Board is responsible for regional planning policy issues and adopts the Regional Plan based on recommendations put forward by the Regional Planning Commission. The Board has ten members; three from Washoe County; four from the City of Reno; and three from the City of Sparks.

Analysis:

The City of Sparks has three appointments to the Regional Planning Governing Board that are staggered, three-year terms.

Each appointee is an elected official; the current members are Council Member Donald Abbott (Chair); Council Member Charlene Bybee and Council Member Ed Lawson.

Council Member Charlene Bybee's appointment expires on June 30, 2020.

Mayor Ron Smith, and Council Members Kristopher Dahir and Paul Anderson serve on the board as alternates.

Alternatives:

1. Council may approve the appointment.

2. Council may reject the appointment and provide further direction to the Mayor or the City Manager.

Recommended Motion:

I move to appoint Council Member _______________________ to the Regional Planning Governing Board for a three-year term of June 30, 2020 through June 30, 2023.
