Title: Consideration and possible approval of Change Order No. 2 for the federally funded (CDBG) 7th Street Pedestrian Improvements Project, to Granite Construction, in the amount of $22,692.

Recommendation: Staff recommends that Council approve Change Order No. 2 for the federally funded (CDBG) 7th Street Pedestrian Improvements Project, to Granite Construction, in the amount of $22,692.
Financial Impact: This project will be funded 100% by CDBG. The available budget for the 7th Street Improvements Project in the FY12 CIP is $22,695. The account number to be used for the encumbrance is 603190 Program 12-4500.

Agenda Item Brief: Consideration and possible approval of Change Order No. 2 for the federally funded (CDBG) 7th Street Pedestrian Improvements Project, to Granite Construction, in the amount of $22,692. This Change Order will provide for the construction of the remaining curb, gutter, and sidewalk improvements along E Street from 7th Street to 6th Street. Staff recommends approval.


Background: City Council approved the original contract award for the 7th Street Pedestrian Improvement Project to Granite Construction on March 12, 2012. The original project bid document included curb, gutter and sidewalk improvements along E Street from Pyramid to 6th Street, but was removed via addenda based engineer’s estimate and the available budget. With an extremely competitive bid received by Granite Construction, Engineering staff has worked with Granite to construct additional curb, gutter, and sidewalk improvements for the remaining portion of E Street that had been originally indentified for replacement. Change Order No. 1 was approved by the Community Services Department and City Manager on April 5, 2012 in the amount of $24,840. This work included curb, gutter, and sidewalk improvements on E Street from Pyramid to 7th Street. Change Order No. 2 includes additional curb, gutter, and sidewalk improvements for the remainder of E Street from 7th Street to 6th Street. The existing concrete infrastructure in this area was constructed in the early 1940’s. The concrete walkways and curbing have deteriorated over time and are in need of replacement. The existing sidewalks have exposed aggregates, and missing cracked panels, causing hazards and resulting in a sidewalk that does not function as designed. The curb and gutter is detached from the walkways and does not drain as designed in many areas. Additionally, many of the intersections do not have accessible ramps.

Analysis: Based on the competitive bid received from Granite Construction and working with the City to include this additional work at the prices in the original bid awarded, the City will be able to replace a greater area of the deficient infrastructure than was anticipated. This will allow for a more complete reconstruction of the 7th Street and adjoining side street pedestrian corridor. With Councils approval, the total value of the contract with Granite Construction including Change Order No. 1 and Change Order No. 2 would be $245,730.

Alternatives: 1. City Council could approve Change Order No. 2 to the 7th Street Pedestrian Improvement Project as outlined by Staff. 2. City Council could reject Change Order No. 2 to the 7th Street Pedestrian Improvement Project and provide direction to the City Manager.

Recommended Motion: I move to approve Change Order No. 2 for the federally funded (CDBG) 7th Street Pedestrian Improvements Project, to Granite Construction, in the amount of $22,692.
