Title: Consideration and possible approval of the purchase of recreation equipment and site amenities for Pah Rah All Abilities Playground from Recreation Republic, Inc. in the amount of $44,236.00.

Recommendation: Staff recommends that Council approve the purchase of recreation equipment and site amenities for Pah Rah All Abilities Playground, CIP 123003, to Recreation Republic, Inc., in the amount of $44,236.
Financial Impact: $484,000.00 of appropriations remains for this project, contained in the 2011/2012 Capital Improvement Plan (CIP) under Pah Rah Accessible Play Structure Project, CIP 123003, in Fund 1407, Rec & Park District II. Up to $44,236.00 of equipment related expenses will post to Account 604070- Capital Equipment and Furnishings using Project 12-3003-101.

Agenda Item Brief: Consideration and possible approval of the purchase of recreation equipment and site amenities for Pah Rah All Abilities Playground, from Recreation Republic, Inc., in the amount of $44,236.00 Staff recommends approval.
Background: In May 2011 City Council approved the 2011/2012 Capital Improvement Plan which included designing and building an “All Abilities” Playground at Pah Rah Park in Park District No. 2. Parks staff networked with the Washoe County School District and looked at schools with special needs programs. Pah Rah Park not only had an expansive available space to create such a play area but also fell within a central location to the Washoe County Schools and their programs at Marvin Moss and Bud Beasley. Staff worked with Recreation Republic to design the “All Abilities” playground to create a fully integrated environment for children and their families. Through the design process certain features were picked specifically for what attributes they offered to this project. Recreation Republic designed the “All Abilities” Playground at Pah Rah Park using the “7 Principles of Universally Accessible Design” from No. Carolina State University and research from the Center for Persons with Disabilities at Utah State. An ADA evaluation of the play equipment and explanation of features at the Park is attached for the Council’s review.
Analysis: Staff obtained a quote from Recreation Republic for equipment and site amenities that was not available through U.S. Communities or CMAS/GSA contracts. Based upon Recreation Republic’s background with the layout and design of this project and specialty nature of all access playgrounds, they are the best vendor positioned to sell this equipment. A copy of the quote is attached to this staff report for the Council’s review. The actual construction of the playground and installation of equipment will be publicly bid this spring and brought to council for approval in late May or early June.
Alternatives: 1. City Council could award the informal quote to Recreation Republic, Inc., as outlined by Staff. 2. City Council could reject the informal quote to Recreation Republic, Inc., and provide direction to the City Manager.
Recommended Motion: I move to award the purchase of recreation equipment and site amenities for Pah Rah All Abilities Playground, to Recreation Republic, Inc., in the amount of $44,236.00.
