Title: Consideration and possible approval of a contract with Goodi’s Fresh Squeezed Lemonade/Goodwin-Huett Enterprises Inc. for concessionaire services (snack stand) at the Sparks Marina Park RFP #11/12-025.

Recommendation: Staff recommends City Council approve a contract with Goodi’s Fresh Squeezed Lemonade/Goodwin-Huett Enterprises Inc. for concessionaire services (snack stand) at the Sparks Marina Park.

Financial Impact: Annual approximate revenue of $7,200.

Agenda Item Brief: City staff is asking the City Council to approve a contract with Goodi’s Fresh Squeezed Lemonade/Goodwin-Huett Enterprises Inc. to operate a self-contained food and (non-alcoholic) beverage snack stand as an independent concessionaire at the Sparks Marina Park.

Background: Goodi’s Fresh Squeezed Lemonade has been in business in the northern Nevada area since 1989 and has administered the seasonal concession contract at the Sparks Marina Park for the past nine years. The company has done an outstanding job of serving the public a variety of quality menu items at a fair price. The concession is open in a timely manner and they have done an excellent job of working with the organizers of the various special events that take place at the park. The contract has now expired and staff is looking to fill a new 1 year contract, with options for an additional 7 years. Seasonal months of operation are approximately April – September.

Analysis: A request for proposal, RFP #11/12-025 for concessionaire services at the Sparks Marina Park was issued on February 15, 2012 and advertised locally and nationally. RFP’s were due on March 7, 2012 and only one response was received. The response was from Goodi’s Fresh Squeezed Lemonade/Goodwin-Huett Enterprises Inc. Thus, based on the facts that they were the only respondent and that they have done an excellent job the past nine years, staff is recommending the concession contract at the Sparks Marina Park be awarded to Goodi’s Fresh Squeezed Lemonade/Goodwin-Huett Enterprises Inc. The contract calls for a 1 year seasonal period of operation and mutually agreeable options for annual extensions for (up to) an additional 7 years.

Alternatives: City Council could direct staff to reopen the process and solicit new responses.

Recommended Motion: I move to approve a contract with Goodi’s Fresh Squeezed Lemonade/Goodwin-Huett Enterprises Inc. for concessionaire services (snack stand) at the Sparks Marina Park.
