Agenda Item Brief:

The 2020 PCC Alley Project involves removing and replacing a deteriorating asphalt alleyway with a Portland cement concrete alleyway surface. While pre-project inspection did not reveal a need for replacement, an existing sewer line began to collapse during the surface improvement construction work. It was also discovered that the existing storm drain line and catch basin in the alley is abandoned at its terminus. This Change Order will replace the failing sewer line and convey stormwater to the active storm drain line.  Refer to the attached Vicinity Map - 2020 PCC Alley Project for the alley location. Change Order #1 is $97,000.00.



Background:

The 2020 PCC Alley Project is part of the City’s Transportation System – Pavement Management Program. The project was prioritized through the City’s Pavement Management System and outline in the 5-year Program of Projects. This project was bid November 11, 2019 and was awarded to Spanish Springs Construction on January 13, 2020. Working with the contractor, a notice to proceed date for March 9, 2020 was agreed upon.



Analysis:

The original project scope identifies the need to remove and replace a deteriorating asphalt alleyway and replace the alleyway surface with portland cement concrete. The location of the alley is shown on the attached Vicinity Map - 2020 PCC Alley Project.  During construction, some utility issues arose.

8” Sanitary Sewer Line

The sewer line in the alley runs from 16th Street to 15th Street.  The pre-project inspection did not reveal a need for replacement; however, the line is shallow (the invert is approximately 3 ft below grade) and began to collapse during the surface improvement work.  Based on the extent of the collapse, the recommended solution is replacement of the 8” line and the mid-point manhole from 16th Street to 15th Street. 

12” Storm Drain Line

During excavation for the surface improvements it was discovered that the existing 12” storm drain line and catch basin in the alley is abandoned at 15th Street.  To correct the flow direction, it is proposed to replace the existing catch basin in the alley and set the invert to reverse the flow direction back to the active storm drain line on 16th Street. 

The decision to move forward with Change Order #1 was approved by the City Manager so the delay to the overall project was limited to just the cost of the change order.  No additional time was requested, and the project is currently on schedule.  The Change Order amount is $97,000 and is attached for review and discussion.



Alternatives:
  1. City Council could ratify the City Manger’s decision to approve the change order to the 2020 PCC Alley Project as outlined by Staff.
  2. City Council could reject the City Manger’s decision to approve the change order to the 2020 PCC Alley Project and provide direction to the City Manager.


Recommended Motion:

I move to ratify the City Managers decision to approve Change Order #1 to an approved contract (AC-5633) with Spanish Springs Construction for the 2020 PCC Alley Project in the amount of $97,000.
