Agenda Item Brief:

This presentation from the Regional Transportation Commission is seeking input from the City of Sparks on the development of the 2050 Regional Transportation Plan.



Background:

The Regional Transportation Plan (RTP) is the Regional Transportation Commission’s (RTC) long-range transportation plan as required under Title 23, Part 450 of the Code of Federal Regulations (CFR).  It contains major transportation projects and programs for Washoe County for all modes of travel.  It functions as the major tool for implementing long-range transportation planning.  The RTP aims to capture the community’s vision of the transportation system and identifies the projects, programs and services necessary to achieve that vision that will be implemented by RTC, member entities, and NDOT.



Analysis:

The RTC is initiating development of the 2050 RTP.  The purpose of the plan is to identify the long-term guiding principles and goals for the regional transportation system and to identify the projects, programs, and services that will be implemented through 2050. This plan will be based on a robust community engagement process and seeks collaboration with partner agencies.  The plan will address the safety, mobility, connectivity, and traffic operations issues that are resulting from strong population and employment growth in the region.  Federal regulations require that the long-range planning document be updated every four years.  The current RTP approval extends through May 2021.

The goal of the plan development process is to implement an effective outreach program that is founded on collaboration with partner agencies and incorporates the input of residents, community groups, and other stakeholders.  Throughout the process, RTC staff will regularly update and seek feedback and direction from the RTC Board.  

The approximately 18-month schedule for the RTP development process allows for federal review and approval of the plan by May 2021, as required by federal regulations.  It is anticipated that the draft plan would be available for public and agency review in the fall of 2020 with Board action by January 2021.

With this presentation, the RTC is seeking input from the Sparks City Council as the development of the 2050 Regional Transportation Plan begins.
