The City of Sparks participated in the state-wide Silver Crucible full-scale exercise held on November 12-14, 2019. This exercise was in response to a complex coordinated terrorist attack. We achieved activation of the EOC and a regional response to multiple incidents in Washoe County. This met our objective of standing up the EOC and tested our emergency preparedness.
Background:
This execise was directed to local government in response to the October 1, 2017 shooting in Las Vegas. All local goverment public safety entities participated in planning and conducting the drill and mulitple locations throughout the state. The event was held over three days - November 12-14, 2019.
Analysis:
Former Governor Sandoval requested this drill to test our preparedness for a complex coordinated terrorist attack. US Department of Homeland Security provided funding available to state and local government to recoup equipment costs and overtime/backfill for personnel.
Alternatives:
1. Council could approve the sub-grant agreement with Washoe County and receive reimbursement.
2. Council could reject the sub-grant and provide further direction to the City Manager.
Recommended Motion:
I move to approve sub-grant agreement (AC-5650) with Washoe County, allowing the City of Sparks to receive reimbursement for personnel costs in the amount of $9,446.56 for participating the in the Silver Crucible Exercise.
