This item is an amendment to the original design services contract with Stantec Consulting Services, Inc. for the Golden Eagle Regional Park Little League Parking Lot Expansion Project. The original contract amount was $44,800 and was approved on November 13, 2017. This amendment is for $8,606 and includes additional costs due to code changes, updating the project estimate, and minor revisions to the plan. The modified contract value exceeds $50,000 and requires Council approval.
Background:
Golden Eagle Regional Park (GERP) was completed in April 2008 and included two (2) Little League fields. In March of 2013, the City completed two (2) additional Little League fields. Since completion, the City noted this area had insufficient parking for the four (4) fields.
In June 2017, the City of Sparks entered into an interlocal cooperative agreement with Washoe County to obtain a grant in the amount of $300,000 from the November 2000 Parks, Trail, and Open Space Bonds to be used toward the design and construction of the Golden Eagle Little League parking lot expansion project. The City budgeted an additional $150,000 in the FY18 CIP for the design and construction of the parking lot.
As design was nearing completion, the project was put on hold for over a year due to ‘Right of Way’ requirements from the Bureau of Land Management (BLM) due to a proposed private development directly east of the park (Wingfield Commons). The City was required to update the Golden Eagle Regional Park (GERP) Master Plan with the BLM to accurately reflect the right of way required for access to the Wingfield Commons development, prior to construction.
Analysis:
The City has updated the GERP Master Plan and obtained approval from the BLM to continue with design and construction. With the project delayed for such an extended amount of time, Stantec Consulting Services, Inc. has requested additional design costs, in the amount of $8,606 due to code changes, updating the project estimate, and minor revisions to the plan.
With the design total exceeding $50,000, Sparks Municipal Code requires staff to obtain Council approval to amend the design services contract with Stantec Consulting Services, Inc.
Alternatives:
- Council could approve the contract amendment as outlined by staff.
- Council could reject the contract amendment and provide direction to the City Manager.
Recommended Motion:
I move to approve Amendment No. 1 to the existing design services contract (AC-5646) for the Golden Eagle Regional Park Little League Parking Lot Expansion Project with Stantec Consulting Services, Inc. in the amount of $8,606.
