The Signal Timing 6 Project is a signal retiming project with the objective to alleviate travel times, delays, and increase capacity due to the changing traffic demands. The Interlocal Cooperative Agreement (ICA) will allow the City of Sparks staff to assist the RTC in implementing new signal timing on a reimbursement basis.
Background:
The Signal Timing 6 Project is the next in a series of signal retiming projects that aims to alleviate travel times, delays, and increase capacity due to the changing traffic demands occurring with the Reno/Sparks region. The program started back in 2006 with Signal Timing 1 with the goal to retime a third of all traffic signals in the region per year. Starting with Signal Timing 5, the program has evolved into a three-year program with the goal of retiming all traffic signals in the region.
The Signal Timing 6 Project aims to improve and/or maintain all the retiming work that was done under Signal Timing 5. There will be more emphasis focused on developing timing plans for weekends, and new timing plans that are needed due to changes in traffic patterns or demands caused by new development. Beginning in 2020, the program will reevaluate at timing that was completed in the first year of signal timing 5 which includes Sparks Blvd and Vista Blvd.
Analysis:
The City of Sparks will provide staff to assist the RTC in implementing new signal timing into the City of Sparks central traffic system. The Interlocal Cooperative Agreement (ICA) allows the RTC to reimburse the City of Sparks up to $100,000 of the City’s staff time. The funding for the project is 95% reimbursable from the Nevada Department of Transportation (NDOT) utilizing Congestion Mitigation Air Quality (CMAQ) funds.
The ICA is attached to the staff report for review and discussion.
Alternatives:
- Council could approve the Interlocal Cooperative Agreement as outlined by Staff.
- Council could reject the Interlocal Cooperative Agreement and provide direction to the City Manager.
Recommended Motion:
I move to approve the Interlocal Cooperative Agreement (AC-5641) with the Regional Transportation Commission for the Signal Timing 6 Project.
