Agenda Item Brief:

Completion of this project will remove the existing wood play structure for children ranging in age from 5 to 12, install new drainage, and install two new play structures for children ages 2 to 5 and 5 to 12.  The alternate bid item includes removal of the existing lap belt swing and replacement with a new saucer/disc swing.  Staff recommends approval of a construction contract with Garden Shop Nursery Landscaping Division for the Poulakidas Park Playground Improvement Project Base Bid and Alternate in the amount of $94,484.25.

Background:

Poulakidas Park was originally constructed in 1983.  The existing play structure is intended for children ranging in age from 5 to 12. The outdated structure is made of wood and needs replacement.  There was an original play structure for children ages 2 to 5 which was removed several years ago.  Since the structure removal, the area has been used as a sand play pit with little to no use. The base bid will include the removal of the existing wood play structure, installation of two new metal play structures for children ages 2 to 5 and 5 to 12, drainage upgrades, and bark play surface.

The existing swing set is a double bay lap belt swing that is intended for older youth. The alternate bid item is for the removal of the existing lap belt swing and replacement with a single saucer/disc like swing that allows for all ages and abilities to enjoy.

Analysis:

The City of Sparks received two (2) responsive bids for this project. Bids were received December 4, 2019 by 2:00 p.m.  The bid received from Garden Shop Nursery Landscaping Division was the lowest responsive bid in the amount of $81,984.25.  The Alternate is for the removal of the existing lap belt swing and installation of a saucer/disc swing in the amount of $12,500 for a total bid price of $94,484.25.  A location map, full summary of the bids received, and the contract is attached for review by the council.
