Poulakidas Park was originally constructed in 1983.  The existing play structure is intended for children ranging in age from 5 to 12 years old, is made of wood and is outdated and in need of replacement.  There was an original play structure for children age 2 to 5 years old, but it was removed several years ago.  Since the 2 to 5-year-old play structure was removed it has been used as a sand play pit with little play value.  This agenda item is for the purchase of play equipment that will replace the existing play structure, while adding a new play structure for children ranging in age from 2 to 5 along with a new saucer/disc swing.  This equipment will be installed by a contractor, under a separate contract.  Staff worked with our design consultant on various playground equipment options to fit the existing spaces and provide the highest play value.

The Poulakidas Park playground equipment will consist of two main play areas with one area intended for children age 2 to 5 years old and another area for children age 5 to 12 years old along with a new saucer/disc swing.  The cost of the installation of the equipment is included in the Poulakidas Park Playground Improvement Project Bid# 19/20-074 for Council approval under a separate agenda item.

In sourcing this playground equipment, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing the equipment utilizing the National Intergovernmental Purchasing Alliance (National IPA) contract number R170301. This represents government pricing for this equipment.  Utilizing the joinder provision allows the City to precisely define the playground equipment needed while foregoing the need to formally bid the item.

The City is also required to pay sales tax per NRS on all materials purchased and supplied to a contractor for installation.  Sales tax is included in the quote supplied by BCI Burke Company LLC for a total expenditure of $82,527.86.

1. Council could approve the expenditure as outlined by staff.
2. Council could reject the expenditure and provide direction to the City Manager.
