Agenda Item Brief:

The Recreation Gym is heavily used for public events and childcare.  This project provides a much-needed upgrade to the existing 55-year old HVAC system at this facility.  Staff recommends approval of the attached contract with Mt. Rose Heating & Air-Conditioning Inc. in the amount of $323,855.

Background:

The Recreation Gym at 98 Richards Way was originally constructed in May 1964.  The City of Sparks Parks and Recreation Department regularly programs the building for childcare and as a public event venue.  With the current use it is important to make improvements to the existing infrastructure.  The HVAC system has not been upgraded since the original construction in 1964.  The continual increase in maintenance costs and decreased efficiency of the aging HVAC system is justification for replacement.

Analysis:

The project was advertised on October 23, 2019 and one addendum was issued during the formal bid process.  Three (3) bids were received at City Hall on November 14, 2019 as a result of the formal bid process.  A full recap is attached for your review.  Staff recommends award to the low responsive bid submitted by Mt. Rose Heating & Air-Conditioning Inc., in the amount of $323,855, which includes a force account of $15,000.  The contract for the project has been attached for reference.  A bid summary of the responsive bidders is shown below for your review:
