Title: Consideration and possible approval of an expenditure of $336,691.63 to purchase one 2020 International HV607 truck with Hookloader, sander/brine sprayer, and plow from Silver State International as part of the CIP for FY2020 utilizing a joinder bid from the City of Reno contract #2018-00000596

Recommendation: Staff recommends approval of an expenditure of $336,691.63 to purchase a 2020 International HV607 truck with Hookloader, sander/brine sprayer, and plow from Silver State International.
Financial Impact: One vehicle in the amount of $336,967.41 to be funded out of the Drains CIP. The amount of $455,000.00 was approved for Project #20-6603 in the FY20 Storm Drain Improvement Fund and $455,000.00 of budget authority is currently available. Annual maintenance and repairs costs will be $8,220.00 per year and the cost recovery for future replacement will be $46,701.00 per year for 15 years.

Agenda Item Brief:

The Community Services Department is requesting authorization to spend $336,691.63 to purchase one International HV607 truck with Hookloader. A truck equipped with a Hookloader allows for efficient pick up, transportation and emptying of 30 yard dumpsters.  This vehicle will be used by Public Works Maintenance staff for the removal of trash and debris from public rights of way, parks and open spaces.  Removal of trash and debris from public rights of way, park and open space is a best management practice utilized by the City to meet storm water discharge permit requirements.  This truck will be fitted with a plow and a combination salt/sand and brine applicator for use during snow and ice control during inclement weather. If approved, the City will joinder on a City of Reno contract #2018-00000596. $455,000.00 was included in the Fiscal Year 2020 budget approved by the City Council on May 28, 2019. 



Background:

This request is for the purchase of a new need for the Drains maintenance operations in Community Services. Drains maintenance crews perform work around the City in which many tons of trash and refuse are required to be removed from public rights of way, parks and open space. Utilizing this type of vehicle to haul 30-yard dumpsters improves efficiency by reducing the number of trips to the landfill. Public Works currently operates one of these trucks and it is always in demand by staff needing to haul material.  The Hookloader function of this truck allows for versatility and can be used in many applications. The truck will be fitted with a plow and a combination salt/sand and brine applicator for use during snow and ice control during inclement weather.

The proposed truck and Hookloader unit are very similar to the unit currently in the fleet. This unit has performed well for the City and Equipment Services is recommending that the new one be the same for training and parts inventory purposes.



Analysis:

In sourcing this equipment, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing this vehicle utilizing the City of Reno contract #2018-00000596 . Utilizing the “joinder” provision allows the City to precisely define the vehicles needed while foregoing the need to formally bid the item.

The $336,691.63 expenditure will allow Equipment Services to purchase this fleet equipment with an appropriate machine as needed for field work in Drains maintenance.



Alternatives:
  1. Council could approve this purchase as outlined by staff.
  2. Council could deny this purchase and provide direction to the City Manager.


Recommended Motion:

I move to approve an expenditure of $336,691.63 to purchase one 2020 International HV607 truck with Hookloader, sander/brine sprayer, and plow from Silver State International as part of the CIP for FY2020 utilizing a joinder bid from the City of Reno contract #2018-00000596the purchase of this vehicle from Silver State International in the amount of $336,691.63.
