Title: Consideration, discussion and possible approval of the the Mayor's recommendation to appoint two Planning Commissioners from the following pool of applicants listed in alphabetical order: Candace Beck, Hawley Carlson, Jonathan Crawford, Ryan Horning, Donald Kennedy, Kelli Luchetti, James Morman, Reid Petersen, Mike Rawson, David Sousa, William Steward, Alan Stirling, Joanne Tiernan and Dian VanderWell.

Recommendation: That Council confirm the Mayor's recommendation of the appointment of (new Commissioners) to the Sparks Planning Commission.

Background:

The Sparks Planning Commission was established on November 29, 1979 by way of Ordinance 1247. The Commission was established to assist with the Master Plan and Growth Management for the City of Sparks. The Planning Commission has two vacancies due to the expiration of terms of office for Commissioners Fewins and VanderWell.

Analysis:

The vacancies were announced at the October 28, November 12 and November 25 City Council meetings. The application period closed on November 27, 2019. Applications were received from the following applicants: Candace Beck, Hawley Carlson, Jonathan Crawford, Ryan Horning, Donald Kennedy, Kelli Luchetti, James Morman, Reid Petersen, Mike Rawson, David Sousa, William Steward, Alan Stirling, Joanne Tiernan, and Dian VanderWell.

The newly appointed Commissioners will serve a term beginning January 1, 2020 through December 31, 2023.

Alternatives:

1. Council may cofirm the appointments.

2. Council may reject the appointments and provide further direction to the Mayor or City Manager.
