Budget Correction Plan:
The contract amount is $117,240. $115,000 was approved for Recreation Gym Restroom ADA Upgrade in Fund 1404, Program 19-1010, in the FY 19 Capital Improvement Plan (CIP). The $2,240 over Budget Condition will be covered using savings from the Police Department Mobile Shelving Project also approved in Fund 1404 - FY19 CIP.

Business Impact (Per NRS 237):

Agenda Item Brief:

The Recreation Gym restrooms are heavily used for public events and childcare. The current configuration requires an upgrade to meet current American Disabilities Act (ADA) Standards. This project provides a much-needed upgrade to the 55-year old restrooms at this facility. Staff recommends approval of the attached contract with Gill Construction, Inc. in the amount of $117,240.

Background:

The recreation gym at 98 Richards Way was originally constructed in May 1964. The City of Sparks Parks and Recreation Department regularly programs the building for childcare and as a public event venue. With the current use it is important to make improvements to the existing infrastructure. The restrooms have not been upgraded since the original construction in 1964 and need plumbing and aesthetic upgrades along with improvements to meet current ADA standards.

Analysis:

The project was advertised on October 23, 2019 and one addendum was issued during the formal bid process. Five (5) bids were received at City Hall on November 13, 2019 as a result of the formal bid process. Staff has reviewed the bids and found one bid was non-responsive. A full recap is attached for your review. Staff recommends award to the low responsive bid submitted by Gill Construction, Inc., in the amount of $117,240, which includes a force account of $5,000. The contract for the project has been attached for reference. A bid summary of the responsive bidders is shown below for your review:
