Title: Consideration and possible approval of an application for a Gaming license for Kouretas Ventures 4 LLC, DBA: Lucky’s Lounge, #4, located at 1475 E. Prater Way, #103, Sparks, Nevada 89434 submitted by Daniel Kouretas.

Recommendation: It is recommended that Council approve Mr. Daniel Kouretas’s application for a Gaming license contingent upon the approval from the State of Nevada Gaming Control Board, location being inspected and approved by every city, county, district, and state agency having jurisdiction over the matter and upon fingerprints being returned from the FBI/CJIS that do not reflect any disqualifying arrests/convictions.
Financial Impact: $30.00 x 15 = $450.00 annually. There will be 15 multi-denominational coin operated machines.

Background:

 Daniel Kouretas applied for a gaming license for Kouretas Ventures 4 LLC, DBA: Lucky’s Lounge, #4, located at 1475 E. Prater Way, #103, Sparks, Nevada 89434 – formerly named as Spiro’s Sports Bar and Grill. Mr. Kouretas has lived in Las Vegas, Nevada since 2004 and been the owner of Kouretas Ventures LLC taverns in Las Vegas since 2006.  Mr. Kouretas is also the property owner of Kouretas Investments and Kouretas Properties. Mr. Kouretas currently owns four Lucky’s Lounges in Las Vegas. Mr. Kouretas applied for a license at at 1475 E. Prater Way, #103, Sparks, Nevada 89434 with the state gaming commission on May 31, 2019, which is pending as of June 27, 2019.

In 2004, Mr. Kouretas provided a statement regarding a felony charge of an arrest – theft, that was issued and quashed in the space of three weeks in Clark County. In the disposition dated March 23, 2004, the warrant was requested. On April 5, 2004, it was transferred to the Justice Court of Clark County and was received from the District Attorney’s Office. On April 8, 2004, Justice of the Peace Nancy Oesterle requested the warrant. On April 15, 2004, Judge Oesterle dismissed the case, noted Restitution Paid – Bad Check, and the warrant was quashed. Mr. Kouretas provided a statement informing that he has no recollection of the arrest warrant and tried to get more information about the details of the warrants; however, the court records have been expunged due to it being an older case. Mr. Kouretas signed the typed statement regarding the quashed warrant.



Analysis:

Mr. Kouretas has complied with all existing ordinances and requirements.



Alternatives:

1. The City Council may approve this application as submitted by staff.

2. The City Council may deny this application and provide direction to the City Manager.



Recommended Motion:

I move to approve Mr. Daniel Kouretas’s application for a gaming license Kouretas Ventures 4 LLC, DBA: Lucky’s Lounge, #4, located at 1475 E. Prater Way, #103, Sparks, Nevada 89434 contingent upon the location being inspected and approved by every city, county, district, and state agency having jurisdiction over the matter and upon fingerprints being returned from the FBI that do not reflect any disqualifying arrests/convictions.
