Title: Consideration, discussion, and possible approval of a Final Map for Kiley Ranch North Village 9 Unit B-3 Subdivision.

Recommendation: Staff recommends Council approve the final map as submitted.

Agenda Item Brief:

On June 6, 2019, the Sparks Planning Commission recommended approval of an amendment to the original Village 9 tentative map which removed a club house amenity and added 6 additional lots. City Council approved the tentative map amendment on July 8, 2019.

The Kiley Ranch North Village 9 Unit B-3 final map will create 6 residential lots within the Kiley Ranch North planned development.  The final map and civil improvement drawings have been reviewed by the Community Services Department and substantially conform to the approved tentative map.  Staff recommends approval.



Background:

Kiley Ranch North Village 9 Unit B-3 Subdivision will be generally located south of Wingfield Hills Road and east of the Kiley Parkway. On June 6, 2019 the Sparks Planning Commission recommended approval of a request from D.R. Horton, Inc., the developer of the project, to amend a tentative map for Village 9 in Phase 7 of the Kiley Ranch North planned development. The original tentative map for Village 9 was approved in September of 2018, for 310 single-family units which included a clubhouse amenity intended for gatherings. The proposed amendment removes the clubhouse and creates 6 additional residential lots on approximately 36,817 square feet, bringing the total number of tentative map lots to 316. City Council approved the amendment to the tentative map on July 8, 2019.



Analysis:

The final subdivision map and improvement drawings have been checked and found to be technically correct, conforming to local ordinances and state law.  The appropriate plan checking, and inspection fees have been paid.  A performance bond has been filed with the City Clerk to guarantee the construction of the public improvements.



Alternatives:
  1. City Council may approve the final map as outlined by staff.
  2. City Council may reject the final map and provide direction to the City Manager.


Recommended Motion:

I move to approve the final map for Kiley Ranch North Village 9 Unit B-3 Subdivision as presented by staff.
