Staff recommends the City Council approve the request to join an existing Washoe County contract, #3058-19, with Qual-Econ U.S.A. Inc (Qual-Econ) to provide high security janitorial services for City Hall, the Police Department, Alf Sorenson, Larry D. Johnson Community Center, Truckee Meadows Water Reclamaiton Facility, Public Works Maintenance, and the Sparks Museum during fiscal year 2020. The services provided by Qual-Econ include sweeping, mopping, clean restrooms, empyting trash, and other related janitorial service. The city of Sparks has been utilizing contract janitoral services since the great recession. Qual-Econ has worked under various contracts with the city of Sparks for over 8 years and has proven relaible. The cost to the city of Sparks will be $191,200.08 for fiscal year 2020.
Background:
Public Works Maintenance is responsible for providing janitorial services at several city-owned facilities. These services include sweeping, mopping, cleaning restrooms, emptying trash, and other related services. Before the recession the city had Janitors on staff but due to layoffs the city started using a vendor to provide this service. This vendor, Qual-Econ U.S.A. Inc., has contracted with the city for over 8 years and has proven to be reliable.
Analysis:
The city will be utilizing the “joinder” provision allowed under NRS 332.115 and using the Washoe County Contract number ITB 3058-19. Specifically, the city will be using a contract for janitorial services issued by Washoe County. The county’s bid represented high quality janitorial service and the city is able to join this contract and leverage those higher volumes to our benefit.
The Community Services Department plans to utilize the $191,200.08 to provide janitorial service for Public Works, Parks and Recreation, and TMWRF in the following amounts:
- $123,550.08 for Public Works. This provides janitorial service for City Hall, the Police Department, Larry D. Johnson Community Center, Recreation Center Office, Recreation Gym, Municipal Court, City Maintenance Office, City Garage, and at the Museum.
- $33,792 for Parks and Recreation. This provides janitorial service at Alf Sorensen.
- $33,858 for TMWRF. This provides janitorial services for several buildings at the wastewater facility.
Alternatives:
- City Council could approve the joinder for high security janitorial services for fiscal year 2020.
- City Council could reject the joinder and provide direction to the City Manager.
Recommended Motion:
I move to approve joining an existing Washoe County contract (AC-5597) with Qual-Econ U.S.A. Inc for high security janitorial services for various city facilities in the amount of $191,200.08.
