Agenda Item Brief:

On August 28, 2018, The Regional Street Naming Committee approved a proposal to rename Lazy 5 Parkway between Pyramid Way and David Allen Parkway, to Wingfield Hills Road. (See attached map). Renaming the small section of Lazy 5 Parkway will make the street name consistent from Vista Boulevard to Pyramid Way.  Staff has reviewed the recommendation from the Regional Street Naming Committee and recommends the City Council grant approval.  The name change will occur once the portion of the roadway currently under construction is completed and accepted by the City of Sparks.



Background:

Lazy 5 Parkway was established in 2004 with the approval of the tentative handbook for Kiley Ranch North.  Pioneer Meadows Planned Development, approved in 1999, contemplated extending Wingfield Hills Road from Vista Boulevard to the westerly property boundary adjacent to Kiley Ranch North. 

The last segment of Wingfield Hills Road through Pioneer Meadows is under construction and is anticipated to be completed in late fall.  The street name change will not go into effect until the portion of the roadway in Pioneer Meadows is completed and accepted by the City of Sparks. 



Analysis:

The Lazy 5 Parkway segment accounts for less than ten-percent (10%) of the overall roadway alignment from Vista Boulevard to Pyramid Way.  There are multiple businesses currently addressed off Wingfield Hills Drive north of Vista Boulevard.  No properties or businesses are addressed off Lazy 5 Parkway.  Washoe County GIS has performed due diligence by checking the street name for any existing street name duplicates or similar phonetically-sounding street names for the purposes of emergency management.  Renaming the small section of Lazy 5 Parkway will make the street name consistent from Vista Boulevard to Pyramid Way. 

The process and procedures for the naming of streets are defined and prescribed by an interlocal agreement (A-0843, July 20, 1982) between the City of Sparks, the City of Reno, Washoe County, and the Regional Planning Commission of Washoe County (attached).  Per Section III of the Interlocal Agreement, the Regional Street Naming Committee is granted the power to review existing and proposed street names and to make recommendations regarding street names to the governmental entity wherein the street is located.  Per Section V (A) of the agreement, the governing body of each entity retains the right to accept or reject a recommendation of the Committee regarding any proposed street name.  The Regional Street Naming Committee recommended the name change at a special meeting on August 28, 2018 and approved the minutes of that meeting on October 18, 2018.



Alternatives:
  1. City Council could approve the recommendation from the Regional Street Naming Committee.
  2. City Council could reject the recommendation from the Regional Street Naming Committee and provide direction to the City Manager.


Recommended Motion:

I move to approve the recommendation from the Regional Street Naming Committee to rename Lazy 5 Parkway, between Pyramid Way and David Allen Parkway, to Wingfield Hills Road.
