Title: Consideration and possible approval of an expenditure of $288,410.00 to purchase one Tymco Model 500x Regenerative Air Sweeper from TYMCO/H&E Equipment as part of the fleet replacement program for Fiscal Year 2020 utilizing a joinder bid from HGAC, a purchasing consortium, contract #SW04-18

Recommendation: Staff recommends approval of an expenditure of $288,410 for purchase of a sweeper.
Financial Impact: $288,410.00 in Motor Vehicle Fund 1702. $346,500 was approved for project #20-7500C in the FY20 Vehicle & Equipment Replacement Plan and $346,500 of budget authority is currently available. $155,234.00 of replacement funds have been collected in this fund for this purchase. Annual maintenance and repairs costs will not increase.

Agenda Item Brief:

Staff reccomends that the City Council approve an expenditure of  $288,410.00 from the motor vehicle fund to replace a thirteen-year-old Elgin street sweeper with a 2019 TYMCO regenerative air sweeper. The existing Elgin street sweeper has exceeded its scheduled life cycle and maintenance costs are exceeding the value of the asset.   If approved, the City will utilize a national purchasing consortium contract # SW04-18. $346,500.00 was included in the Fiscal Year 2020 budget approved by the City Council on May 28, 2019.

 



Background:

This request is for the replacement of a 2006 Sterling/Elgin mechanical rear broom sweeper (Vehicle number 739D). This vehicle has exceeded its scheduled life cycle and repair costs are exceeding the value of the asset. Fleet management has selected a TYMCO regenerative air sweeper as the replacement vehicle based on positive reviews form other local agencies that utilize this same unit and from testing performed by City staff.



Analysis:

In sourcing this vehicle, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing this vehicle utilizing the HGAC bid. The HGAC buy program represents a high volume and government pricing for vehicle purchases. Utilizing the “joinder” provision allows the City to precisely define the vehicles needed while foregoing the need to formally bid the item.

The $288,410.00 expenditure will allow Equipment Services to replace this fleet vehicle with an appropriate vehicle as needed for field work in drains maintenance.



Alternatives:
  1. City Council could approve the exenditure.
  2. City Council could reject the expenditure and provide direction to the City Manager.


Recommended Motion:

I move to approve an expenditure of $288,410.00 to purchase one Tymco Model 500x Regenerative Air Sweeper.
