Annual maintenance and repairs costs will not increase

Agenda Item Brief:

Staff recommends City Council approve an expenditure of  $479,329.00 from the motor vehicle fund to replace a 20 year old Vactor sewer maintanince vehicle with a 2020 Vactor sewer maintenance vehicle. The existing sewer maintenance vehicle has exceeded its scheduled life cycle and maintenance costs are exceeding the value of the asset.  If approved, the City will utilize a national purchasing consortium contract # 122017-FSC. $525,000.00 was included in the Fiscal Year 2020 budget approved by the City Council on May 28, 2019.



Background:

This request is for the replacement of one vehicle, 737C, a 1999 Freightliner Vactor sewer maintenance vehicle. It has exceeded its scheduled life cycle and repair costs are exceeding the value of the asset. Fleet Management has selected a Vactor 2100i combination unit for replacement based on prior experience and from testing performed by City staff.



Analysis:

In sourcing this vehicle, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing this vehicle utilizing a Sourcewell/NJPA bid. The Sourcewell/NJPA program represents a high volume and government pricing for vehicle purchases. Utilizing the “joinder” provision allows the City to precisely define the vehicles needed while foregoing the need to formally bid the item.

The $479,329.00 expenditure will allow Equipment Services to replace this fleet vehicle with an appropriate vehicle as needed for field work in Drains maintenance.



Alternatives:
  1. City Council could approve the expenditure.
  2. City Council could reject the expenditure and provide direction to the City Manager.


Recommended Motion:

I move to approve an expenditure of $479,329 to purchase one Vactor 2100i sewer maintenance vehicle.
